MENBO is a Regional Network within INBO (International Network of Basin Organisations) that promotes an integrated water resources management at the river basin level, as an essential tool for sustainable development. This organisation seeks to improve relationships among organisations in charge of water management in the Mediterranean region.

This website includes information, events and documents from other organisations and agencies related to water management, and promotes the exchange of knowledge among these. Most of the events announced, are thus from other sources, and include links to their websites.

The Regional Network was established in 2003, and is currently adding international members from the Mediterranean region. We hope this network will grow stronger with the support and collaboration from most of the Mediterranean countries that deal with river basin management.

The MENBO Liaison Bureau took place 16th of October in Istanbul (Turkey) on the occasion of the EURO-INBO Conference on the implementation of the Water Framework Directive.

MENBO Workshop: AQUATOOL and STRATEAU, 20th September

The workshop “Tools to support and improve the Integrated Water Resources Management: STRATEAU and AQUATOOL. A Mediterranean Perspective” organised by the Mediterranean Network of Basin Organisations and the Technical University of Valencia in collaboration with the Water Embassy and the kind contribution of the Global Water Partnership Mediterranean took place the 20th of September 2012 in the premises of the Technical University of Valencia (Spain).

This event brought together more than 50 experts from the Mediterranean region, amongst them water managers, professors, researchers, students, representatives of water user organisations, private companies and other stakeholders. This workshop was focused mainly on the applicability of two tools that support the integrated water resources management: AQUATOOL and STRATEAU, developed respectively by the Technical University of Valencia (Spain) and the Water Embassy (France).

In a first place technical overviews on both tools and demonstrations of their practical application have been given. In the following the workshop was organised in three round tables on:

1 – Perspectives and application of the tools in River Basin Organisations

2 – Integrated water resources management in education: STRATEAU and AQUATOOL as examples

3 – Integrated water management tools in the Mediterranean.

Due to changes in the Portuguese water administration a personnel change in the MENBO Presidency was produced on the occasion of the World Water Forum 6. 

The Portuguese MENBO Presidency 2011-2013 will be from now on represented by Mr. Manuel Lacerda, Vice-President of the Portuguese Water Institute (Instituto da Água - INAG).

The Permanent Technical Secretariat and the members of MENBO thank Mr. António Guerreiro de Brito, who represented the Portuguese MENBO Presidency since the 9th MENBO General Assembly, celebrated in October 2011 in Porto (Portugal), for his strong commitment with the network. We wish António all the best for his future and hope to keep in touch.

Mr. Teodoro Estrela Monreal, Head of the Hydrological Planning Office of the Júcar River Basin Authority (CHJ) in Valenica (Spain), was appointed new Permanent Technical Secretary of MENBO by Ms. María Ángeles Ureña, President of the CHJ.

CHJ hosts the head office of the MENBO Secretariat since the creation of the network in the year 2002. Following the statutes of the network the position of the Secretary of MENBO is represented by the associated organisation where the MENBO secretariat is located: the CHJ (Articles 18 and 15).

The former Permanent Technical Secretary of MENBO, Mr. Javier Ferrer Polo, has left this position and was appointed new Water Commissary of the Júcar River Basin Authority. MENBO members and secretariat thank him for his successful work in the last years and we are looking forward to further collaborate with him in the future.

1st Mediterranean Water Forum

Within the framework of the Mediterranean cross-continental Process for the 6th World Water Forum, this 1st Mediterranean Water Forum was held on 19-20 December in Marrakech (Morocco). MENBO took part as member of the organisation committee of the Mediterranean cross-continental Process for the 6th WWF in the realisation of this event. 

A big mobilization of the Mediterranean Water Community was made across the Mediterranean to set up a platform of dialogue and exchange between all stakeholders concerned with water issues to strengthen the cooperation in this field. Aproximately 350 participants from the three rims fo the Mediterranean came together on the same level of commitment to deliver strong and targeted messages and reach the consequent objectives for the sustainable development of the region.

The target of the forum was two-fold:

1)  Preparation of the Mediterranean participation in the 6th World Water Forum

The Mediterranean Water Forum was an important step in the preparation of the Mediterranean process for the 6th World Water Forum which will be held in Marseilles in March 2012. Four working groups debated and proposed solutions and commitments related to priorities and targets retained for our region:

  • Priority n°1: Improving water demand management
  • Priority n°2: Use of non-conventional resources
  • Priority n°3: Improving water governance
  • Priority n°4: Urban and industrial wastewater collection and treatment

Each working group gathered some thirty participants among decision-makers, national experts and representative from local and territorial authorities, lending agencies, international organisations, professionals, regional networks and NGOs, that was involved in a direct debate with the expert panels. MENBO experts participated in the panels of priority 3 and 4.

2)  Launching a federative platform on water

The Forum was also aiming at the establishment of a "Mediterranean Water Forum" - or a federative platform of water stakeholders in the Mediterranean - in order to consolidate cooperation with regard to relationships and exchanges of know-how and experiences between different actors.

Additionally a range of side events was organised back to back with the Forum.

MENBO Permanent Technical Secretary, Mr. Javier Ferrer, during the European Session on Good Governance

 

The 6th World Water Forum took place in Marseille (France) from 12-17 of March.

MENBO was involved in the preparation of the Mediterranean Cross Continental Process and the European Regional Process. ,  More information about both processes here: Mediterranean and European.

Special focus was given on topic EU 2: Achieving good status of Europe’s water resources, as MENBO was the co-organiser of this topic and the MENBO President, Mr. António Guerreiro de Brito, and the Permanenet Technical Secretary of MENBO, Mr. Javier Ferrer, participated both in this important event, chaired by Mr. Janez Potočnik, European Commissioner for Environment.
